switching admin area encoding to utf-8 from whatever...

I have been going (once more) at the old chestnut of a more flexible admin area and am 99% done but for a real gotcha.

It seems that language settings allow for any number of encodings and this is a problem.

My solution involves catching the admin area output and using DOM to import it into SimpleXML so it can be manipulated. However while this works really very well when the admin area was generated from a language pack specifying a character encoding that is not utf-8 it leaves a lot of cruft behind.

What would I break if I forced a redefine on the language encoding constant?
