I see that SpamSlower has a "days to keep items"

Does that discard old log entries ONLY, or does it also unblock addresses after that length of time?

(I'd prefer it to do both)

If you are going to provide an alternate link, why not do it in the DB? it's pretty trivial—just store the URI in a table with a short hash code which becomes the new URI.
